if the scheme proves to be practicable, be forwarded for your consideration. Whatever their outcome, however, I would urge that they should not be allowed to affect the establishment of the main principle, namely, that the Colonial Government in return for its $2,000,000 is

entitled to receive the Naval Arsenal Yard free from all

encumbrances.
